The Real Estate Department's 1819 to 1994 Split
The Pulaski Circuit and County Clerk, Real Estate Department records deeds, mortgages, plats, liens, leases, notary bonds, powers of attorney, and related instruments. The office says land records have been scanned back to 1819, but website review begins with 1994-present records. Older land work belongs in the courthouse research area, where two public-use computers are available.
Recording costs $15 for the first page and $5 for each additional page. Originals or certified court copies are required, signatures must be original, and mailed recordings go to 401 W. Markham Street, Little Rock, AR 72201. DD-214 military discharges are restricted to qualifying requesters with valid picture ID.

Court Records, Search ARCourts, and Order 19
Search ARCourts is the statewide public case-information portal for courts using Contexte. Pulaski court searches may show parties, judge, filings, charges and dispositions, future events, judgments, and some document links. The County Records Department remains the local copy and certified-copy path when an online entry is not enough.
Administrative Order 19 controls what court information can appear online. Sealed, juvenile, expunged, adoption, and other confidential details may be withheld even when a docket exists. Case-specific questions should go to the filing court, while Search ARCourts support is listed by the Administrative Office of the Courts.

Vital Records: Certified Copy or Historical Record
Arkansas Department of Health Vital Records, 4815 W. Markham Street, Slot 44, Little Rock, issues statewide birth, death, marriage, and divorce records. Ark. Code Ann. § 20-18-305 makes birth records public after 100 years and death, marriage, divorce, dissolution, and annulment records public after 50 years. Before those periods, certified copies require eligibility and acceptable ID.
ADH fees in the research are $12 for the first birth copy and $10 additional, $10 for the first death copy and $8 additional, $10 for marriage, and $10 for divorce. Online orders add processing charges. Pulaski marriage-license issuance remains with the clerk, but recent state certificates follow ADH eligibility rules.
Property, Tax, and GIS Records Across Pulaski County
The assessor's ARCountyData portal is sponsored as a free public search and can show parcel number, owner name, situs address, owner mailing address, subdivision, sales date, sales price, deed book/page, values, tax status, receipt information, and photos or sketches where available. The captured county data showed 182,884 parcels and an assessor-data update of July 10, 2026.
PAgis adds the map layer. Its Land Ownership app searches by address, intersection, parcel owner, and subdivision name, and parcel results link to assessor reports. Fee and scam note. The Pulaski Treasurer tax portal notes an administration fee that the county does not receive and an eCheck fee of $0.25. The Treasurer also warns that the office does not contract with private individuals to collect property taxes, so verify payment requests through the official Treasurer office or portal.
Sheriff Records, DOC Data, and the ACIC Registry
Pulaski County Sheriff records include a current jail roster, incident and accident report procedures, and a sheriff NextRequest portal. The detention facility contact is 2900 S. Woodrow, Little Rock, with detention main 501-340-7001 and Records/Warrants 501-340-6625. Static research could not capture exact roster result fields because the roster loads as a JavaScript app, so use it as an official current-custody source and verify report copies through the Records Division.
State correction and registry searches add Arkansas DOC inmate lookup by ADC number, county, name, facility, demographics, and offense category, plus the ACIC sex offender registry by address, city, county, ZIP, or name where available. Registry publication is limited by publishable-offender and risk-level rules.

Business, License, and UCC Records
Arkansas Secretary of State Business Services provides corporation and entity search, UCC, notary, trademark, and related filings. The SOS business search accepts at least one search term and a corporation-type filter. Pulaski Clerk County Records handles DBA or fictitious-name filings, with a $25 filing fee noted in the research.
Professional-license records route through the Arkansas.gov License Search and Verification hub and individual boards. The research identifies nursing, medical, and attorney search examples. For identity-sensitive uses, verify directly with the issuing board or filing office.
Closed Records, Redactions, and Eligibility Limits
Arkansas access law opens many government records, but it does not erase confidentiality rules. Recent vital records remain restricted until the 100-year or 50-year public periods. Secure-voter addresses are excluded under Ark. Code § 7-5-109. Driver-license data is confidential under Arkansas DFA rules and DPPA-related protections. Court records may be limited by Administrative Order 19, sealing, juvenile protections, expungement, adoption confidentiality, or protected identifiers.

If a search result looks incomplete, assume the custodian may be applying a legal restriction before assuming the record does not exist.
Definitions for Pulaski County Record Requests
Index. A searchable pointer to a record, such as name, date, book/page, case number, or instrument number. An index is not always the full document image.
Certified copy. An official copy authenticated by the custodian. County Records certified copies cost $5, can be picked up or mailed, and cannot be emailed.
Custodian. The office legally responsible for keeping and producing the record, such as the clerk, sheriff, assessor, treasurer, court, ADH, or SOS.
Exemption. A legal reason to withhold or redact information, including sealed court material, protected voter addresses, recent vital records, restricted DD-214s, and confidential driver-license data.
Courthouse Continuity and Older Pulaski Records
Pulaski County was created before Arkansas statehood, and the county seat moved to Little Rock in 1821. The courthouse complex includes the 1889 Romanesque Revival building and the 1914 Beaux Arts structure. No official courthouse-fire or major record-loss story was found in the research; the stronger local point is continuity.
